我始终认为是硬件问题，比如内存、主板什么的。在解决硬件问题前，按住开关一段时间后，电脑会关闭。

win95 is much better than win98. anyway, microsoft have some step to check why can't turn off.1 do clean start up, disable everything in config, autoexec, win.ini, reg-run and run once
if ok, then select on one by one
2 if not, perhaps hardware or driver. got o safe mode, diable hardware one by one to see what happen
