Exception: If your passport is full or you wish to replace your non-electronic passport with an ePassport, you can submit a simplified renewal application even if your current passport has more than 12 months remaining. Please include a letter explaining your reasons with the application.

这段提到"is still valid or has expired within the last year..."。所以，如果护照还有超过一年有效期是可以申请的。但是，很重要的但是：

Should Passport Program, Citizenship and Immigration Canada not be satisfied that you have a valid reason for applying early, your application for a new passport may be refused.

只是比普通simplified renewal的申请资料要多写一份需要提前换护照的理由说明（前面newvest已经贴了官网上的相关说明了）。

我旧护照也是2017年到期，我昨天刚申请换的，过程很顺利，从递交资料到拿到pick up 的receipt也就5分钟左右。

我从进到办公大厅到被叫到号大概等了半个小时吧～
