1) If no one complains, public health inspector is not aware, of course, its different story.

2) Even your rented space is complied with the health regulation like adequate cold and hot holding unit; handwash basin, cleaning and sanitizing equipmentt etc. If the inspector found out the food you sold is homemade, they can seize your food, though there is no specific regulation saying you cannot sell homemade food.

3) May be you can rent a commercial kitchen or a church kitchen that complied with the health regulation and prepare the food there. You can rent it a few days per week or a few hours per day to test your business. One place you can explore is called Kitchen Incubator program in toronto, they can rent out kitchen, cooler, freezer for people who are new and uncertain about their food business plan.If the idea works and business established, they can move out and work on their own.

4) If you make and sell foods from private residence, there is nothing the health department can do.
