The guideline applies to most residential rental accommodations covered by the Residential Tenancies Act. It does not apply to rental units in buildings occupied for the first time after November 15, 2018,

Exceptions: New buildings, additions to existing buildings and most new basement apartments that are occupied for the first time for residential purposes after November 15, 2018 are exempt from rent control.

谢谢灌水!就是说新房,必须是第一次入驻进去的房客。比如相识condo,如果是在final close 之前产权还不是owner,而是 builder,出租过,但是在本人成为正式业主之后的第一个租客是不是可以exempt from rent control啊
